bug: Enabling core Northstar mods shows a warning message

Describe the bug
When enabling one of the core Northstar mods, a warning message is shown

To Reproduce
Steps to reproduce the behavior:
0. Make sure that at least one core Northstar mod is disabled

1. Go to Mods section
2. Toggle the switch on a core Northstar mod that is disabled

Expected behavior
While a warning should be shown for disabling core Northstar mods, it should not be shown for enabling them as in general enabling a core Northstar mod should not have negative effects etc (exception is maybe the incomplete Northstar.Coop but that one is not shipped by default anyway)
