Using this on GrapheneOS with nextcloud talk/spreed works perfectly using the browser.
Other users are notified of incoming calls, and can open a link to accept.
Unfortunately, it does not function properly with the nextcloud talk application.
Is there some setting that I am missing to get things to work?

@TheDarkula Hello and sorry for a long response. The notifications about calls indeed does not work as I would like them to work(i.e. when you click on a notification and it opens a call activity).
It should always open link if the notification can not be handled by app directly, though unfortunately I currently do not have my Nextcloud instance running in order to check your issue. I would be grateful if you try to grab some logs with adb logcat, so I would at least have some ideas about what has gone wrong.
