The Government seeks “the creation of a new front-end/user interface prototype of the e-QIP system.” Is the prototype expected to be a Minimum Viable Product (MVP)?

The prototype is expected to be working and well-tested software that evolves based on the product backlog, as informed by user research and defined by the vendor with the Product Owner.
