Will the vendor be responsible for performance testing?

The prototype is intended to be a modern and usable site. Consequently, performance is a consideration. If the team determines, at kickoff or later, that performance testing is appropriate, the vendor is responsible for performing it. Also note that it is intended to be a highly scalable system.
