Custom Dockerfile building error - network issue?

I'm trying to build a docker image. It builds fine on my local machine but I get the following in the 1panel server:

I can run deno cache src/main.ts on the 1panel server in the terminal in the app directory and it runs fine but it fails when building the docker image using Dockerfile.
Also I can curl https://jsr.io/@oak/oak/meta.json and there are no issues in the terminal

I suspect there are network settings that prevent that call. Do I have to supply additional parameters when building?
I tried building using docker-compose.yaml file and added the following network option:

networks:
  1panel-network:
    external: true
services:
  app:
    container_name: app
    image: app
    restart: unless-stopped
    build:
      context: .
      dockerfile: Dockerfile
    ports:
      - "127.0.0.1:8000:8000"
    networks:
      - 1panel-network

But still having the same issue.

I fixed the issue by adding --network=host to the build command in terminal
