add possibility to set the number of workers, controllers and etcd

when able to scale up the bare metal nodes, it would be nice to have the possibility to set
to set the number of workers, controllers and etcd nodes.
on top feature is to set the possible overlappings f.e. a controller or etcd node can also be a worker.
