We recommend using QGIS LTR version. You can follow the QGIS Release schedule.
We strongly recommend to use the same version on the server and on the desktop. QGIS Server will read your QGS file and obviously can't read a file made with a newer version of QGIS Desktop.

PostgreSQL 12.0 broke QGIS 3.4, you should use at least 3.10. Lizmap 3.3.5 and 3.2.11 are working with PostgreSQL 12.
Lizmap is compatible with all evergreen browsers. Lizmap is no more compatible with Internet Explorer 11 since 3.4 version.
