We recommend using QGIS Server LTR. You can follow the QGIS Release schedule.
We recommend strongly to use the same version on the server and on the desktop. QGIS Server will read your QGS file and obviously can't read a file made with a newer version of QGIS Desktop.

PostgreSQL 12.0 broke QGIS 3.4, you should use at least 3.10. Lizmap 3.3.5 and 3.2.11 are working with PostgreSQL 12.
