Postpone notification not sent if it overlaps a missed notification status

Case: if a launch gets postponed from its old T-0 to exactly T+24 hours, the postpone notification does not get sent, as the notification gets marked as missed (==sent) in the database.

Ideally, if the two overlap, send a postpone notification and skip the regular notification.
