time_stamp should be a character and have a different name - like save_time or the like to correspond to what time_stamp means #14

fundamentally time stamp has no reason to be a string - https://github.com/A2-ai/dvs/blob/main/src/rust/src/helpers/file.rs#L15 that bubbles upwards
