Add version bounds to org.eclipse.ui

The latest release of the cmsis-pack uses unbound dependencies to org.eclipse.ui but still requires the user to at least use 2021-09 as the arm plugins uses a newer version of FIlteredTree in PackInstallerView. Please add lower bound on the org.eclipse.ui plugins so that the problem occurs during build time rather than during runtime.
