The cookie law complience site does not mention the localStorage key "mage-cache-timeout", which is created by Magento.

On several websites I found an explanation about this key, which sounds like:

This cookie is essential for the caching process. Caching helps to improve the website's response speed. Typically, this cache is kept in the visitor's browser.

Looking at the code, where key is used, I'd suggest the following explanation, which is imho a little bit more precise:

Stores the time until which the local storage of visitor-specific content is valid and must be updated.
