There might be more than one Task named Renderer listed in the Thorium Task Manager, such that it's Memory Footprint is freezing up in place like - or x,xxxK and has Process ID that doesn't appear in the Windows Task Manager
I'm not sure what the guaranteed steps are to be reproduced.
But a fresh start with an empty USER_DATA doesn't change either.
Just try using Thorium long enough for it to appear.

Launch THORIUM.BAT
Open Thorium Task Manager
Open Settings Page
There will be two "Ghosts" Renderer
Open New Tab
Close the Settings Page
There will be one new "Ghosts" Renderer
By looking at the Windows Task Manager, those Process ID of the associated Renderer Task is nowhere to be found.
Additional Notes
This didn't happen on Google Chrome that I test of v133
It might indicate the possibility of memory leaks.
