This is an extension of optimize-waterallocation.jl, with given demands for agriculture and other uses. We compare various allocation metrics (costs, supersource requirements, spatial patterns) between a baseline where all reservoirs are included and GW is unrestricted to ones where:

  1. Dams are removed, completely or with reduced storage.
  2. Groundwater depletion is restricted
  3. A combination of 1 and 2.

Historical weather would be used.

As an extension, we then allow crops to be optimized, and look at the difference to see where subsides distort behavior.
