Auto research does not fully work fine yet

So I am looking at "Info" and Overview. And I clicked the build and research buttons.
And then here is an example : 12:39:53: Brooklyn: Research Maneuver lvl 15

So it tries to research this but this is not possible because maneuver lvl 15 requires a garage from lvl 6.
And the garage is lvl 5 currently. But the auto research keeps trying to do this research so that way it would end up not researching at all. So somehow it should research the actual currently possible researches maybe or if it could create the "link" and see that the garage has to lvl up then it should build the garage and then the research.

I have changed build requirements for research, so hopefully it matches better now.
