Set up achievements and leader board on iTunesConnect for the race app.
App Delegate sets up a GameCenterManager. Code borrowed from Apple's GKTank sample project.

Implemented basic submit of Achievement when creating first track.

Need to add local persistence for number of tracks completed and number of races won for leader and achievement tracking.
