Editor: Set a default time/day for scheduled posts

It would be great to be able to set a default time/day for scheduled posts. For example, so that a scheduled post is set to publish at Monday 8:00am by default.

We have had three requests on this feature so far:

@mrfoxtalbot, do you think this is something flow patrol could take a look at? I understand it's not a small change but might be something interesting to explore in the context of the pod 🙏

@inaikem Flow Patrol are focused on fixing urgent bugs, so feature requests would likely not get on their radar before pods transition again August 1st. A request like this would be better made in the Gutenberg core repo (where it would likely be built). 👍
