Stepper: Click on Use my domain triggers domains step completion tracking

In the Stepper, “Use My Own Domain” scenarios are tracked as a separate step (step:use-my-domain), which is fine. However, could we make calypso_signup_actions_submit_step (step:domains) and calypso_signup_actions_complete_step (step:domains) fire only after the entire domain selection process is completed, rather than right after “Use My Own Domain” is selected?
