Design: 'Skip setup' link behaviour

Details

We will update the top-right link, to be called “Skip setup,” which will lead users to the Account step (which is followed by domains and plans) — this link also appears in the Design Choice and Design Picker steps, with the same behavior.

For logged-out users this skips to the Account Screen (Use the default theme)
For logged-in users this skips to the Domains Screen (Use the default theme)

We are NOT changing

We are not adding the “Skip to WordPress Admin” link that used to live under Import / DIFM — instead, we are relying on the top-right link as the scape hatch to the Account step. So this page, stays as it is.
