Context and steps to reproduce

The non-logged-in 404 page is missing some whitespace below the Sign Up button.

  1. Make sure you're not logged-in or open a private browser window
  2. Go to https://wordpress.com/404 (or any non-existent URL)
  3. Issue manifests itself

Confirmed this behaviour - not a great look.
