Reader: Odd scrolling in onboarding site subscription step

Context and steps to reproduce

When going through the Reader onboarding flow, specifically on the site subscribe step, the scrolling in the modal window is odd if the user's email is unverified.

1. Log in or create a new user with an unverified email address
2. Go to /read
3. Reader onboarding should start first asking you to choose topics that interest you
4. Click "continue" after selecting some topics
5. You should see a unverified email banner in this step
6. Try scrolling the sites preview pane

Because you cannot subscribe until your email is verified, it probably make sense to just prevent scrolling if the modal is in this state.
