Checkout: Move payment logos outside of the Payment Method step 'fold'

As noted in this post puPv3-o06-p2 - it could be beneficial to move the available credit logos CreditCardLogos component from within the Payment Method step's PaymentMethod to the CheckoutStepHeader (or maybe just duplicate it cleverly).

I agree that from my first impression of the loaded Checkout page I do not see any payment logos to assure me of what options we offer. There likely is some customer psychology that enforces the brand trust that is built from seeing official logos on the payment page right away, but I do not have any information regarding this - maybe it'll surface further along in the discussion.

This could also be further enhanced by including localized payment methods in this array too, as we do with Cartes Bancaires.
