[msft-202503] Out-of-order cherry-pick of macsec_profile implementation

PR sonic-net/sonic-mgmt#17530 has recently been cherry-picked to the msft-202503 branch, however the PR it is dependent on, sonic-net/sonic-mgmt#16048, is marked for cherry-pick to msft-202503 but has not made it to that branch yet.

ansible/library/generate_golden_config_db.py is temporarily broken due to missing the self.macsec_profile, causing issues in out testbed set-up for sonic-mgmt test runs on msft-202503 branch.
