Update install procedure

The current install docs are out of date. Even the conda install process doesn't go smoothly now that the default conda installer is 3.7 and the bbnq-conda aps2 is restricted to 3.5 or 3.6 libaps2 -> python[version='3.5.*|3.6.*']. Master also still assumes you're using hdf5.

@grahamrow I'm going to start updating the conda channel but I'd like to update the libaps2 code first.

The python code should now look harder for the shared library assuming a source code install. Next I'll start on the conda channel install.

In an effort to build a pypi installer, I ran into the many-linux1 issue. I think it's reasonable to ask linux users to compile the code themselves since this process is relatively painless on linux. @gribeill @grahamrow thoughts? We could have a build script that assumed build tools were installed or we could work a little harder to build manlinux binaries.
