Test and document when initialize methods are called

Test initialize methods for subsystems, commands, and autonomous commands to see when and in what order they are called (when we deploy code? when the robot is turned on? when it is enabled? when the command is first called? etc).

Write this down somewhere that is tracked on github (in code comments or in the wiki).
