Setup the basic calendar and functionality that more features and data can get added to

Our TAO_Calendar team has incorporated this React-based calendar: https://github.com/intljusticemission/react-big-calendar

I'm also using fake data for the time being.

I've got a basic implementation of the base module in place, requesting permission to publish a branch and make a PR.
