[Bug]: Installing litellm[proxy] failed uvloop does not support Windows #7731

What happened?

Installing litellm[proxy] failed
Same error as litellm v1.57.5 #7677
RuntimeError: uvloop does not support Windows at the moment

we can uvloop optional on the proxy requirements too
