[Feature Request] Update or move dppop #1
Description
as CNTK most likely will not receive major updates anymore, i think it is best to get rid of that dependency either by giving dppop the imlp treatment and creating a console application to distribute as dotnet tool / in a docker container, or update it using ML.NET
