Update NeonSample table to include barcodes created in-house #550

In order to fix some existing and prevent future harvesting errors, we require the following:

Determine if there are any new barcodes that we have created in house since the last update in associated ServiceNow ticket
Communicate those additional barcodes to Battelle
Update the NeonSample table to include all barcodes created in-house
Attempt reharvesting to clear errors
