sample identifier creation during subsampling of bulk collections #573

Decision was made in collaboration with CMs that the preferred identifier structure would be:

newly created IGSN for each subsample's catalogNumber and occurrenceID
otherCatalogNumbers created based on originating sample "originating sample catalogNumber:", "originating NEON sampleID:", "originating NEON sampleCode (barcode)"

Could also be called "parent" but that is maybe more confusing
Do not bring over the parent sampleUuid
