Check if libcurl4-gnutls-dev exists in the container. Also cd bbs-X.Y-bioc/R/modules and ldd internet.so | grep curl to determine if the link is bad.

Correct: libcurl.so.4 => /lib/x86_64-linux-gnu/libcurl.so.4 (0x00007f5d072b7000)
Incorrect: libcurl-gnutls.so.4 => /lib/x86_64-linux-gnu/libcurl-gnutls.so.4 (0x00007fd33e369000)
