Create new policy doc around BPD authorized communication channels

Assigned: @BlackPythonDevs/documentation
Due Date: 13 June 2024

Description:

In order to ensure proper community member protections as well as data privacy, we need to establish a policy on Authorized Communication channels.

What should be covered

  • What are the communication channels
    • public channels
      • Who has permission to publish to specific channels
    • private channels
  • What is not okay for public channels
