WebRest - Add support for WebOptions and WebPath http bindings (OPTIONS and PATCH http methods)

Problem

As of now, Snow does not allow to mind to OPTIONS and PATCH http methods.

Solution

• Add @WebOptions and @WebPatch with the same binding capabilities.
