Restrict Sepolia and Torii Deploys to Single Person (you)

Description

We need to implement restrictions so that only one designated person can perform deploys to Sepolia testnet and Torii infrastructure. This will prevent deployment conflicts, ensure consistency, and maintain proper control over the deployment process.

Explanation

Currently multiple people might have access to deploy to Sepolia and Torii, which can cause conflicts, inconsistent states, or unauthorized deployments. Implementing this restriction will centralize deployment control and improve deployment reliability.

Notes

• Now only you will create sepolia/torii deployments to have a better organization, once you have the new sepolia.json/world address and new torii instance name like: beast or whatever you send a PR and talk with the frontend devs
