增加一個 Admin API Group 並且接受 Cloudflare Zero Trust 的 Access Token 作為驗證的判斷

可以透過 Cloudflare Zero Trust 的 Access Token 判斷是否有權限操作
需要整合 Terraform 建立對應權限
