Bug in SurrogateTools.jar for QA tool

When you run the new release of the Surrogate Tools, it doesn't work for the QA tool:

java -classpath /proj/ie/proj/EMAQ/Platform/Surrogates/2014/Spatial-Allocator/srgtools/SurrogateTools.jar gov.epa.surrogate.qa.Main ../output/CONUS36_2014_v2/srgdesc_conus36_can.txt

You just get this screen output, no error message, or output files. When I run with the older version of the jar file, the QA tool works fine.
