Create Members Section Background & Header

Description:
Build the Members section layout inspired by the [Delta Members Page](https://delta.nitt.edu/members).
This issue focuses only on the background, title (“MEMBERS”), and overall layout — not the member cards yet.

Tasks:

• Create the “MEMBERS” title section with similar gradient/animation as the reference.
• Maintain neon-inspired color palette and futuristic typography.
• Remove any batch scroll (2025/2026) section entirely.
• Ensure full responsiveness across screen sizes (mobile → desktop).
• Add the background video or screenshot reference provided.

Acceptance Criteria:

• Header and background visually align with the reference page.
• Layout adapts smoothly on desktop, tablet, and mobile.
• Animations and transitions (if any) work properly.
• Design stays consistent with your project’s color theme.
