[develop] link url incorrect on ping threshold notifications

Describe the bug
The link url seems to be missing the hostname of the Cacti server when the "Cacti Monitor Plugin Ping Threshold Notification" emails are sent for a high latency link. (the link to the "Cacti Montoring Site" is correct)
