Import / changelog_object – no entry created for deleted objects

When deleting an object (e.g. a host), no entry is created in changelog_object.
As a result, deletions are not shown in the Changes Report.

Steps to reproduce

1. Create an object (e.g. host)
2. Start an import (suggested: Check Point, as Fortinet currently has other issues)
3. Delete the object
4. Start the import again
5. Check changelog_object

Additional information

changelog_service works as expected (tested), so the issue seems to be specific to changelog_object.

Could not reproduce this. I did:

1. add a host object to normalized cp config
2. import -> changelog_obj shows 'I' entry
3. remove the host object from normalized cp config
4. import -> changelog_obj shows 'D' entry

Note: for multi-managers, all changelog tables (including changelog_object) were affected with the wrong mgm_id being written. this is fixed in #4416
