El Segundo uses acre feet for recycled water and ccf for other tiers: California-Data-Collaborative/Open-Water-Rate-Specification#264

Would be ideal if the OWRS spec could handle multiple units.

By different tiers you mean different customer classes, yes?

Ah yes. My b. Note this may also be addressed in a similar manner to the different frequencies across customer classes: California-Data-Collaborative/Open-Water-Rate-Specification#256
