Dream Harvest Inconsistent Exiling #9632

Describe the bug
I was testing a Cormela, Glamor Thief commander deck against 3 AI opponents and cast Dream Harvest three times. Each time 1-2 of my AI opponents wouldn't exile enough cards. Only the first opponent in priority would never "cheat". I don't have Allow cheating on, and I have the AI personalities set to random.
To Reproduce
Steps to reproduce the behavior:
- Cast Dream Harvest
- Issue should appear
Expected behavior
Each opponent should exile cards from the top of their library until they exile cards with a combined total of 5 or more cmc.
Screenshots
Agatha only Exiled a land, Vinlad only exiled until they hit perplex, and Yssik exiled 4 spells, with a total of 6 mana, with the last one being goblin chainwhirler.
