[Hook] Add new hook useSwitchAccount in CasperDash, CasperWallet, Ledger

Issue Description:

We propose the addition of a new React hook, useSwitchAccount, in the CasperDash, CasperWallet, and Ledger projects to enable easier management and navigation between different user accounts. This hook will simplify the process of switching between accounts and enhance the user experience.

Motivation:

Currently, our projects lack a standardized mechanism for handling account switching. Introducing useSwitchAccount will streamline this process and provide consistency across our applications.
