Overhaul local multiplayer

Included are as follows:
- Tilesets are now properly per player
- Handicap difficulty selection is much easier to work with
- (Internal) Campaign play is now called Local play
- Official campaigns also advertise their relative difficulty
- Slightly reduce the number of stars to reveal the secret final campaign
