make weights adjustable for ultimate plan members

- essentially weights for analysis are adjustable (by the AI during analysis only so cant prompt inject to skew rating or wtv) 
- AI chooses weights based on profile and past analysis if any. constrain weight change so AI cannot make one thing worth 100% or something silly like that.
