Soroban Auth pipeline

Soroban transactions got a new pipeline specifically for handling authorization entries. The 'Soroban Transaction Pipeline' already includes it, making sure that any authorization entries identified during the transaction simulation will be extracted and signed properly by the required accounts. This enables more complex authorization use cases as well as for the Fee Bump plugin to support Soroban transactions.
