Add text search for outputs based on abstracts or full-text

on `/outputs`, make a text box available which allows entry of search strings for any combination of:
  - topics
  - keywords
  - authors
  - country names
  - workstream

### Implementation idea

- ElasticSearch or
- Vector database (MemGraph provides an experimental vector functionality)
- Train based on paper abstracts
