Validate applications in re-runs

As a customer,
I want existing samples' applications to be validated in new orders,
So that I do not accidentally submit an order which cg can not handle.

Original issue from improve-order-flow:

We should make sure that existing samples' application tags are compatible with the order type and apply this for all workflows allowing reruns.

In particular we have had MIP-DNA orders with attached old MIP-RNA cases. This is not a valid combination since RNA samples contain vastly different data from DNA samples

Acceptance Criteria

• If an existing sample is added to a new order, the validation should catch whether the sample can be run with the new order's order type
