Store CNV html report Balsamic

In this PR: Clinical-Genomics/BALSAMIC#1648 a new CNV report is added to balsamic, this is meant to replace the current PDF report for upload to Scout, however the old one should still be kept, and only delivered to Caesar.

Acceptance criteria:

• new CNV-report (HTML) can be stored in housekeeper, with tags: scout, deliver, cnv-report, casename
• old CNV-report (PDF) can be stored in housekeeper, with tags: deliver, cnv-report, casename
