Separator without sub button is aligned higher

Describe the bug
In a dashboard with sections, where each section starts with a separator, the horizontal line is aligned higher when no sub button is used.

To Reproduce
Steps to reproduce the behavior:

1. Create a new dashboard made with sections
2. Add 2 sections
3. Add a separator at the top of the section in both sections. One with a sub button and one without.
4. See the difference in de horizontal alignment

Expected behavior
I expect the horizontal separator lines are aligned.

As far as I'm concerned there isn't yaml code involved in this "bug".
