Get host's topology

The topology of the node is required because a job's metadata contains only the list of participating HW threads and accelerators. For receiving the metrics, we need to know which socket/NUMA domain the HW threads belong to. Also, some of the controls of a node (cc-node-controller) are socket-specific, thus the topology is required there as well.
